There should have never been hate crimes. It places some above others. Plus, it requires someone to decide what a person was thinking or feeling towards another.
Crimes should be just that crimes. Some should carry harsher penalties.
It is the same with hate speech. Some groups can use the N-word. Some cannot. That actually makes it racist. Freedom of speech is just that. However, there is in society proper etiquette.

What exactly is a hate crime... It's just an superfluous accusation to get around the eighth amendment... Sure.. You can punish someone for murder... But you can pile on more sadism with enhanced murders...

My guess is that this is a result, in part, of lowering the threshold for what constitutes a hate crime.
(Paraphrase from the article) According to the FBI in order to be a hate crime it must be motivated IN PART (emphasis mine) by bias against any of a number of groups.
What part? 90%? 10%? 1%?
If we move from clear and PRIMARY motivation of bias to probable and INCIDENTAL motivation of bias, numbers go up. I have no evidence this has happened, it is purely speculation.
Lies, damn lies, and statistics. I never trust the numbers - especially ones that are loosely defined and subject to interpretation - unless I can see the underlying data.
I am not saying this accounts for the entire increase. But it may. Or it may account for nothing. I have no clue because the definitions are murky, and the underlying data is never provided.
