Great article. The press is putting out a lot of false information and implying that these folks are part of the illegal immigration issue on the Southern border.
What’s clear is that it was(is) a limited special program looking for foreigners with specific skills. The problem is that most of these folks are then placed on sensitive jobs that require a TS clearance. The investigation process for a TS clearance is long and very specific. Lots of boxes need to be checked off. Currently there is a shortage of background investigators conducting these investigations. The backlog is huge. When they can’t “check off the boxes” such as neighborhood checks, past employer checks, school records because all that information is held in a foreign and sometimes hostile country, the backgrounds become nearly impossible to complete.
