First off let's not jump to the conclusion that it's a Soldier just because it's happening on a military installation, the last shooting incident at Fort Bliss was perpetrated by a civilian.

I see your point, but I also see a hypersensitive issue of people being batsh*t crazy against guns. The professor continually reporting ROTC cadets recently, now a lock down over returning equipment to a military facility. These reactions are dangerous also. What happens when responding LEOs stumble upon the scene where s legitimate person doesn't immediately respond to orders to put down weapons, because they are supposed to have them at that location?
