I have to ask the question, because I do not know the answer.
Let's say that we are talking about Alabama. What official(s) decide where polling locations will be?
Is it the Secretary of State? In Minnesota where I live it is, but recommendations come from local officials at the county level for approval by the SoS.
Is it county officials?
Is it the Precinct President, or polling judges?
I would imagine that it is a number of people, and in order to change it, there is public notice made and hearings held for public comment in accordance with State Law.
Everyone has a place to go vote. It might change year over year (I have lived in the same place for 18 years, and mine has changed three times), but there is a place. A simple internet search will locate it. Failing that, nearly every state authorizes absentee ballots. The notion that it is "hard" to vote is not honest.
Are there voters out there with disabilities, are aged, or don't have a vehicle? Sure.
Somehow, old people find a way to vote in large numbers year over year.
