Having 2 different hulls types built in 2 different yards, means you have 2 different ships. This was nothing more than Congressional pork gone crazy.
The idea that you could cut out and weld in a new mission module quickly for different threats is ridiculous. "Hold on Chinese Navy, I have to go back and get fitted for my anti-submarine warfare module, could you hold on a minute (or 6 months)..."
