Our invisible citizens.
For a partial understanding to some of the problems, one might want to learn about transgenerational trauma. Our indigenous citizens are living examples of that problem.
We are accomplishing by our bias and/or indifference what the US Army could not accomplish in over 200 years of warfare; elimination of a race and a culture.

It is difficult to get exactly what's going on from the article. In order to be productive and prosperous, people need to know how to read, write, and do mathematics. The article is a bit vague about the problems. It seems like the author is suggesting that there should be more cultural education? If so, alright, fine, but a lack of cultural education is not what creates poverty and despair. Again, what makes money is reading, writing, and mathematics.
I suspect that the biggest problem affecting Native American reservations is the extent of government involvement in their affairs. Geography may also play a role. How about issues around property rights:

Everybody knows that Indian reservations are among the poorest places in America, but few people understand the root causes--a lack of property rights and weak legal structures.
