PO3 Bob McCord - actually there are no educational requirements at all - anyone can preach as a high school graduate or even with a GED, and at many so-called "Bible Churches" that is exactly what happens. I could also decide to establish, on my own based on the personal revelation given me by the Flying Spaghetti Monster, a "reformed" church of the FSM. I can set up my own 503(c) for a religious group, take donations, and not have to report crap to the government and then preach for the return of pirates in order to reduce the global warming caused by the evil Christians. How do you think all of those cults get started?

Sounds like a good idea to me.
I mean, if we can require a license in order to exercise one clearly delineated Constitutional right, then why not require a license for ALL rights?

Answer(s): When the government REQUIRES people to obtain a license for it. When the government REQUIRES people to pay for the PRIVELEGE of exercising it. When it doesn't apply to EVERYBODY equally.

The three most important words in the U.S. Constitution aren't found in the body, nor in any of the Amendments. It's in the opening:
"WE THE PEOPLE..."
These three words explicitly establish where the true power of the government lies. It's not the "government"...it's not the Legislative Branch, the Executive Branch, or the Judicial Branch. It's not the politicians in office. It's THE PEOPLE.
Abraham Lincoln, plagiarizing John Wycliffe, said it well in the ending of his Gettysburg Address: "...that government of the people, by the people, for the people shall not perish from the earth".
So, what is that irony? The irony is that ALL our rights and liberties are vested in THE PEOPLE, not the government; and all those rights and liberties are protected by an armed people, able to oppose those who would take them away. Disarm the people and they no longer have the power to back this up.

Please list the state that requires ID for voting and does NOT have a indigent program available for those that need it to get ID..
