The world has suffered ever since we began killing or caging predators. Nothing is left to perform their useful tasks and the stupid and infirm breed like rabbits.

CPT Jack Durish, I think we still have some predators out there, a few may be getting to old and long in the tooth to do the work itself anymore, but I believe they could still train another generation to perform at the required levels. And I am pretty sure that our current crop of Operators could perform as well, just need a few of the old breeds to manage them as they were managed.
