Don't insurance companies ALWAYS say premiums are going to go up? Do they ever say they will lower premiums?

Looking into my crystal balls.... Premiums will go up no matter what happens. Bet it happened with Obamacare and will happen if removed. They never fixed the problem of there never being enough profit for an insurance company. They always want more.
