Either or - someone is working propaganda effectively and raising the stakes for the Regime & Friends side - and the Russians have been doing one hell of an air offensive to counter the hole that is widening. Air superiority does not mean much when your in a city fight..... it helps... but only to the extent your enemy is not on top of you.
