Is Personal Responsibility Obsolete?

Everyone who remembers my name and seen enough of my posts, know that I stick to consistent themes. (It helps me keep my comments and responses consistent) One of those is about the relationship between freedom and responsibility. I often liken them to two sides of the same coin.
