This is actually taught in many mosques around the US. How do I know this? I have been to many around mosques the US. Generally Muslims are not that outspoken and seldom will Americans hear an outspoken Muslim speaking publicly against terrorism. It usually happens within the community.
One thing I would like to point out though. There are many Muslims who do not condone acts of terror, however there are equally as many Muslims that see themselves as Muslims first and American second, which is why you may not see them integrating into "US culture". I have been to mosques that teach this. They see it as a way to police themselves. I say "US culture" in quotes because there really is none other than what is dictated by the US Constitution. (Opinion). I cannot speak about the ones who live in outside of the United States. I am sure there is propaganda fueled by religion, as well as threats against those who speak out.
In US Muslim's defense though. There are many other subcultures within the United States that don't truly see themselves as Americans. My opinion on what they should do? Instead of being Muslims before Americans, or Americans before Muslims, or whatever they label themselves as. They should start become Muslim Americans. The Muslims millennials who were born or raised here are starting to live this way. But it's unfortunately a slow transition.
This post is a compilation of what I have seen in my life so it is a combination of facts and point of view. This does not represent Islam in the United States entirely.
