So Kelly is doing his job making sure people have access for what they need and not what they want. Honestly, I wouldn't be surprised if he still gets some access due to the golden rule of "need to know" instead of letting people just have access for the hell of having it.

I will be surprised if the POTUS doesn't override Kelly, even though he said it was Kelly's decision. In fact, I will be shocked and give him credit.
