Clearly not normal behavior. I have a feeling this one will take a few strange turns either into mental illness or possibly some sort of cultural acceptability standard. I was in Memphis a few weeks ago and saw a woman step off the sidewalk next to a POD unit on the side of the road, drop trough and pee as if it were the same things as checking the time on her watch.

Could scoop it up with a pooper scooper and give her the "flamming bag of poo" treatment to her front porch. That way she stomps on it to put the fire out.

Then perhaps some old-school dog training might be appropriate and rub her nose in it.
(That's a method I have never needed for any of my dogs, and I don't advocate it. Dogs are usually smart enough to pick up on what you want. It's only a method appropriate for the combination of stubbornness and stupidity, which seems fitting in this case.)
