I doubt they know how to shut it down without violence making it worse. The moment the police roll in I am sure all weapons will disappear and now you have a choice, force on unarmed people or walk away. You do not need a weapon to cause bodily harm but we have seen from Atlanta the response to when someone attacks the police, takes one of their weapons, and then force is used against them.
