IF it is proven the dealers knowingly sold guns to someone that was taking them to Mexico then they should be held libel. But that is always hard to know. When I had my shop I sometimes wondered about some of my sales but had no valid reason the deny the sale. This was after a background check and the proper paperwork done.

And you also have the shop owners who were told, despite them not wanting to, to let the straw purchase sales happen during Operation Fast and Furious.
