I assume they mean smartphones. My son has had a basic cell phone since he was 10, he's now 15 and will get a smartphone when he makes Eagle Scout or can afford one on his own. I don't think young kids need to have smartphones, but a basic phone that can only call/text especially once kids start becoming more independent are a good idea.
