My initial thoughts:
The women were paid to spray random people with water as "pranks". The difference with this case seems to be with the cloth. A single drop is enough to have ill effects, and without decontamination, it would have just kept absorbing into his skin. Since it reportedly killed him relatively slowly, it confirms that the amount was very small.
