All firearms are designed to be lethal. I once asked a liberal associate of mine (who is very pro "gun control") whether they thought any circumstance existed where the use of deadly force by a civilian was warranted...not surprisingly, their answer was, "no". I then asked them if they felt there was any circumstance whatsoever that warranted the use of deadly force by law enforcement or the Military... again, their answer was, "no". I then asked if their opinion would change if a member of their family was in peril, and someone, anyone had the means to protect them via the use of lethal force... their response was that (I paraphrase), "there's other non-lethal means".
There are folks who think we need more "background checks", folks who think we need more "training" (not a bad argument actually), and folks who think every Tom, Dick, and Harry should have a bazooka in their garage...but the real problem is the folks who form their beliefs regarding the Constitution based on an extremely limited view of the world.
