Sounds like some foreshadowing going on here. The thing is, Trump would never have pulled out of NATO. Furthermore, even if he wanted to do so (even with this legislation), as Commander in Chief he has the authority to move or not move troops into any conflict and there’s nothing Congress can do other than declare war and hope he agrees to go along with the declaration.
