First of all , a Chief cannot order an officer to do anything...period...they can highly suggest and recommend but not order. But that is not what I see here unless I am reading this all wrong. An E-9 might try but a "Chief" knows the difference and they know how to get the same result without causing chaos. All the Chiefs, not E-9s, I worked with were great "advisers". They never ordered but were looking out for their Airmen. When there was an issue that needed Commander weight, they brought it to me and I took their advice and made it so unless it was unethical, illegal, or immoral (a Chief would know the difference) because that is what Chiefs do...look after their Airmen, the unit and their commander...E-9s look out after themselves!!! Chiefs live up to the Chiefs creed as stated below.

Chief Master Sergeants are individually to be regarded as people.....
who cannot be bought
whose word is their bond;
who put character above wealth;
who possess opinions and a will;
who are larger than their vocations;
who will not lose their individuality in a crowd;
who do not hesitate to take chances;

The way we handled testing was we put the onus on the individual...told them the risks abut not testing and left it up to them. The way I see it is that you are a grown man or woman, over 18, and are in the service. You can make up your own mind. I will not babysit you...Time to grow up and set the stage for your own future. You know the risks and you are willing to take them then you know the outcome...personal responsibility comes into play here somewhere. paperwork and counseling can be accomplished post EPR and midterm...LIKE IT ALREADY IS REQUIRED TO BE DONE!!! That way you can capture the accomplishment of the test and check progress or not and document for EPR when it comes around versus counseling throughout the year.
