I’ve seen kids selling lemonade all the time here in iowa without permits and nobody bothers them. It might be the states with specific laws allowing it were states where over zealous city employees made a fuss and then state laws were enacted to make it “legal” as a response.

I agree. People just need leave things alone. But you always have one in the bunch that has to mess things up. Someone set up a free library stand just outside their house in Shreveport, LA. You take a book, bring it back, swap books, all at no charge or anything. Someone complained and the city government got into a uproar over it.
