I guess you can call this non-functional corruption where most of the money goes into the pockets of some of the money you were trying to mitigate non-functional corruption Afghanistan. Hopefully, the Auditors will be out in force to see what's going on concerning the Grid in the bankruptcy proceedings to be able to figure out who's at fault in Puerto Rico. Hopefully the records were not destroyed or not kept.
