This probably wasn't much of a secret. Any intel service worth a flip would know how to observe facilities and activities at any or all of the US bases in the NATO area to determine where nukes are most likely stored. We take a lot of care not to damage, lose, or expose the nukes, so it's often obvious what we're doing. A deception campaign could be at work here, with all or some of these sites being false storage locations. To be effective the nukes need to be paired with delivery platforms. When that starts to happen, then prospective enemies need to get really worried. It means we could deliver a nuclear weapon very quickly. A more effective way to deliver a nuke by nearly complete surprise is from a submarine.
