Absolutely. And in the poor community of all colors/races, the lock up rate is huge. Mostly for misdemeanors and an inability to pay.

My daughter worked at the county jail as a jailer and she has said on more than one occasion that she had regular guests who come in for the same stuff over and over.
Granted the county klink isn't a jail for profit outfit but part of the reason folks keep getting locked up is because 1. they don't change, 2. they keep associating with nere-do-wells and stay on the Policemen's radar.
Thankfully she now works as a federal security guard on a military installation. Lot less violence.
