One has to wonder about the "significant military potential" when easy prey is reacted to in fear - unless, of course, the plan transferred to people was to do the same to "threats" and enemies. Assuming it would not backfire - big time - and have the opposite effect on some subjects, at least, is/was a serious weakness of such a plan. Of course it would have a lot to do with the conditions of the environment in which the test subjects were held captive - cat included!
