Maldives has declined India's invitation to participate in the biennial naval exercise Milan, which starts March 6, Navy Chief Admiral Sunil Lanba said on Tuesday.

I cannot see any benefit for them participating. Their main source of income in fishing and tourism and I would think that would not be enhanced by a naval exercise.
