Here is the reason that a lot of the the jobs are now at that salary. In 2010 the GS system went away and went to the NSPS system. This new system gave raises and bonuses from pay pool from the fund manager. Usually the Support commander on AF Bases. They would allocate pay raises and bonuses based on the performance the individual made against the set metrics. however, the metrics were subjective to each case and therefore led to a good ole boy network of raises across DoD. Finally, DoD and the Feds decided to go back to the GS and pay scale system. HOWEVER, those that stayed around fro the reconversion got save pay and in order for them to get the save pay they had to be put in a higher GS than they previously were in or went back to the GS they had before and kept the salary which skewed the scales and then they all had toe be readjusted to match the work force. That is why you have secretaries making 50K. Basically, it was a goat rope from the get go. I am a GS worker now and I admit I get paid well but it is what I was hired in to do. The only way to I see to fix it is to redo the GS pay scale for new hires and start over.

The Intelligence Community or DCIIPS did keep a similar system as NSPS. You are right that the NSPS conversion did mess up the scales for year.

SSgt GG-15 RET Jim Lint - Lt Col Scott Shuttleworth Good points on the NSPS system, as that was in full force when I was TCM, and then as a Garrison Commander, all the GS 13s and 14s, and I sure others benefitted from this. It ended while I was in Garrison Command, and all the GS 14s ended up being so high when they converted back, most ended up the GS 15 scale.

Another example of why so many people want to get GS jobs after they retire.. A gvt contractor job can also pay well if you're willing to spend a year in Iraq or Afgan.

What was the name of the Garrison Commander's retiree friend who needed the $100K job. Nice to hear that the plan did not work. The Garrison Cdr could have put his retirement in danger...not smart to do stupid or illegal hiring actions!

SSgt GG-15 RET Jim Lint Imagine, and perhaps you can, an organization of 5,000 plus personal, where the only military personal were the Commander, CSM, and the installation Chaplain personnel... The learning curve was interesting.
