When I was a young police officer what the older woman did in this case was "creating a public nuisance" (usually ending with a summons), or harassment which usually resulted in an arrest. The idea was to inhibit that type of behavior with the least amount of inconvenience to all concerned. If the older woman resisted arrest, tore the officers uniform, spit on them, etc., she could elevate the charges to a higher misdemeanor. Again the idea was to inhibit that type of behavior versus punish that type of behavior. Nevertheless different department different emphasis.
