The Russians have 35,000 soldiers trying to attack and seize Kharkiv. They don't have enough troops considering the city is about 135 square miles. The Germans had a million soldiers trying to seize Stalingrad in WWII against a smaller population and city.
And the Russians suck at maneuver warfare.

Ukraine received a major boost in April when Congress passed a foreign aid package containing an additional $60.84 billion for Kyiv which was held up for months by opposition from Republican hardliners in the House of Representatives.
