I had a history instructor in Boot Camp at MCRD San Diego who had been recommended for the MOH but was downgraded to the Silver Star with V device.

MAJ Dale E. Wilson, Ph.D. I know. But in his 'modesty' the SSgt. had the orders and showed them in a class.
Apparently there were those pulling for him to get the MOH and others who said no, so they compromised on the SS and V device.
