What value is this program? I cannot seem to find *ANY* commissary except for the prepackaged meats and cheeses. Are the commissaries all closed down now?
If there is one near me, how do I get on base? I only have a Veterans card. I did not qualify to have a retired military ID card.

I was just about to post a thread.
Not sure if you know. The Disabled Veterans Equal Access Act 2018 will allow you access on base with the VHIC, veterans health identification card. As long as you have any percentage VA disability you can now access the commissary, any base amenities, and even the military resorts.

As noted already 2020 you can now go to Hale Koa Shades of Green
