Without a doubt excessive OPTEMPO and lack of funds can affect safety. But I hope it isn't used as a get out of jail free cad that substitutes for a real deep dive into why these accidents are happening. For example, this case seems to have nothing to do with funding. The vehicle ruptured a gas line. But I wonder why they would be running tracked vehicles in an area with gas lines so close to the surface. Did the post engineers not know they were there, or the info isn't distributed, or the pipeline unmarked?

Unsettling to be sure, but unfortunately hard to avoid sometimes.
