Found this to be the key take-away:

"The new rules will expand an existing program allowing recruiters to target foreign nationals with high-demand skills, mostly rare foreign language expertise or specialized health care training."

I'm betting that these languages are high on the list:

I remember foreigners (noncitizens) joining during my entire time from 83-08. I didn't understand why we would let illegal (criminals) immigrants join. They could've joined from their own country and fast tracked citizenship. Citizens can't join with a criminal record why should noncitizens be able to when they broke the law to get here?

"will be open to immigrants without a proper visa if they came to the U.S. with their parents before age 16"

This is the key phrase here.

Children aren't "Illegal Aliens," in the same way Adults are Illegal Aliens. They didn't commit the crime of Illegal Entry into a Sovereign Nation, and shouldn't be punished for the crimes of their parents.

I am not saying they should be granted instant Citizenship, however the US is their home as far as they are concerned, and the desire to Serve, and that is an Opportunity to earn Citizenship. I see no problem with this program based on that sequence of events.
