If you don't break the law, you most likely will not get arrested, and it will not matter which court you DON'T go to...

In the city of Jackson, population of 150,000 or so, they have had over 100 homicides. It would seem to me that they need to do something to reduce the crime rate. Here in Columbus Ohio there were about 300 Homicides last year but the Population is over 6 times that of Jackson so very disproportionate.
As to the makeup of the Court I think they should mirror the population rates for the area that it has jurisdiction in.
