I agree and support a government ban on installing the app on government systems/networks, but when it comes to non-governmental ones, that's a different situation. If someone wants to install an app on their personal device despite the many security concerns that have been raised, that's their choice the same way as it's their choice to pursue an unhealthy, yet legal, lifestyle.
My understanding of what Montana did is directed at app platforms like Google Play and the Apple Store who won't be able to host the app on their marketplaces that are available in Montana (easy to do, they just request Montana supply them with a range of IP address that should be blocked, deconflict them, and then filter what apps are shown). However, the effectiveness will be very much is like the photo - it will only stop people that don't decide to go around it.
