As far as the dining facilities concerned the only safety that they're talking about is no backpacks or helmet bags in the dining facility is to prevent you from stealing food and taking it to class or back to your room. The last time we had to worry about no backpacks was when we had someone affiliated with Al-Qaeda b l e w themselves up in mosul at their dining facility back in late 2004 or 2005.
