Not for strategic purposes but for financial reasons. Seems that our foreign policy strategy is to create environments that allow issues to slow cook until it catches fire and then to dump billions into these regions as they descend into chaos with little to no accountability of where the money is going. In Afghanistan we left billion in military equipment, in Ukraine again billions and then again in Iran. We gave them money under the guise of controlling or limiting nuke arms all the while knowing Iran would divert billions to organizations that carry out terrorist attacks. Our policy makers and elected officials craft our foreign policy in non direct ways like through organizations like the Crisis Group which are used to build resumes of key players in regards to shaping our foreign policy like Jake Sullivan and Rob Malley. All the while them being "useful idiots" of foreign governments that leveraged their egos and hubris to their financial gain. Then end result of such policies - more hot spots to dump billions into. Betting some individuals are getting rich off the blood of others.
