My only objection to this action is it must include Native Americans also. The rate of missing women on the reservations is atrocious.

The military is nothing more than a cross-section of society. You have thieves in society, you'll find thieves in the military. You have sexual predators in society, you'll find sexual predators in the military.
During my times as a Chief Petty Officer, I had to attend court on four different occasions for Sailors who had made poor decision. Only one of them did I see as an accident and excusable.
This Sailor and his wife had a little child probably under a year old. The couple purchased an English Bulldog for a very hefty price. One day, the pup was playing and got on top of the baby. The Sailor picked up the pup and "tossed" it away from the child, and ended up breaking one of the dog's legs. They immediately took it to the vet for care, but since it was late in the day, the vet wasn't going to treat it until the next day. The Sailor couldn't afford the $800 "hotel" service for the dog and told the vet's office that he would bring the dog back in the morning instead of leaving it there over night.
As soon as they arrived home, law enforcement was at the house, and charged him with felony animal cruelty and animal endangerment. Bottom line, he pleaded out and only had to pay the $11K fine, not jail time, but he lost his orders to Australia because he now had a felony on his record.
The other three cases, were definitely warranted, because the Sailors did not live up to the Core Values of the Navy.
