Swapping packaging or price stickers is considered shoplifting, this would certainly fit the description. It seems simple- if you want the body lotion, pay for the body lotion. What if she inadvertently happened to buy one with no lotion and two shower gels? Would it be, "Oh, well," or would it be, "Somebody better hang over this!"?

In my view CW5 Jack Cardwell, not quite the right thing to do, but certainly not shoplifting! I would suggest that she just pay the delta in price and the Navy should move on... Perhaps a reprimand should go into her file!
