There is nothing that says security better than a 5' 2" woman that is 75 lb. overweight, couldn't go toe to toe with the Pillsbury doughboy, run 50 yards without collapsing and may not be able to hit the broadside of a barn when discharging her weapon. That is who too many are relying on for their life. Frankly, even if the guards are adequate there are never going to be enough of them. We have both too few and too unprofessional.
Security is not taken seriously until it is too late. We see it on TV all the time. There is either no security or inadequate security where a shooting takes place (too often a school) then after the shooting there are 600 cops on the scene loaded with M4's, body armor, side arms etc.

One of my collateral duties was teaching pistol marksmanship and helping run the pistol range. There are people I would not want carrying a sidearm if it was within my power. Fortunately, most of those people would probably not be inclined to carry anyway. But the easy way to determine that would be giving a sidearm proficiency test to anyone who wants to carry.

I'd be inclined to agree with reasonable measures, but first the rent-a-cops have to go. You want me to be reasonable, the brass have to be reasonable
