Capt Daniel Goodman, I thought I read where this initiative went away almost as fast as it was announced. I could be wrong, but I thought that's what happened.

Navy leaders are reversing their controversial decision to eliminate sailors’ ratings and will restore job titles across the fleet, according to a Navy message set for release Wednesday.

There were some major consolidations of Ratings, but not elimination. For example, I retired as an RMCM (Master Chief Radioman), today, In 1996, the Submarine force merged Radioman with Electronics Technicians/ Electronic Warfare Specialist.
