What is your opinion on this? In my opinion, the other two deaths mentioned in this article aren't training related. Will this tragedy result in punishment? Should it?

They're not punishing anyone right now, they're conducting an investigation.

To answer the new question you ask -- I think it depends on the investigation. Admiral Losey is a very fair commander, I have no doubt he'll do whatever's right.
