To be honest reading that I am not surprised and understand how it could have happened.

I would bet that at some point someone said hay we really need some new gear and we can use this new rule to get it. I would even bet it was 100% legit reasoning. The next year someone's bad idea fairy said hay lets get more gear and made a shopping list. After that it was a yearly up the anti, I bet some people were hired not even knowing this was all a crock and not legal. The Commanding Officers were probably kept out of the loop after the first time and just assumed their people were doing their job and that this was all legit. Bad on them for not asking questions, but not beyond the scope of reality. I think the most depressing thing is that 21 Mil is a drop in the bucket of the amount of waste the Military complex does.

The seven commanding officers noted in the story likely just saw really thorough security for their installation, and didn't question how or why it was being delivered, especially right after 9/11. Do you question MPs seen guarding military posts? If not, there you go.

I just find it amazing that someone can walk into a military depot and just grab equipment. Is it really that easy?
