I believe Army Command has already implemented this as a follow-up the Mattis' original DoD Policy from last year.

I retired in ‘05, and am surprised when I see any senior NCO with no combat patch. They are light on the right and it tells me they have spent their time hiding out and dodging deployments.

Temporary or permanent non-deployability. If it is permanent, then they should be discharged.
Definitely effects a unit's capability.
