Navy Will Hire Civilians As Chiefs And Captains Out Of Boot Camp

From what I understand they are doing cyber warfare, as civilians are more up to speed on the hacking and counter hacking techniques than having some young sailors try. They will not be in combat commands or front line type unit deploying. They will be in some skiff in some mid west state. They will be like the music corps, and will not direct troops in operational mission stuff. The Air Force is looking at doing the same thing.

I get the CPO (Join to see), but what scares me is that these "Chiefs" may be leading Sailors who understand what Chiefs are expected to know about Navy and Leadership. It is not just the title but the actual meaning of CHIEF. I have met too many E-7's in our mess as it is.

CMDCM Gene Treants - I don't think they will be leading any troops as it looks they will be the troops. They will be in their own unit and command, not doing operational stuff. They may not even be on a big base, as it will be like a NICTAMS set up. The problem would be if they have them on a COD watch list or in charge of a watch section, but I don't think it will be like that, as they will be their own corps.

Right now they're only looking to do this in the information warfare ratings. This is to attract civilians with the commensurate knowledge in a field that is changing to rapidly for the traditional training pipeline of the Navy.
I remember one of the guys in my boot camp division left Great Lakes as an MU1 because he could play his instrument that well and was heading directly to one of the D.C. bands. He probably never led Sailors the entire time he's been in, and I doubt these guys will either. The Navy just wants them for their technical knowledge and needs to offer them enough of an incentive to forgo a civilian job.

CMDCM Gene Treants - I don't agree with what they're doing. Unlike the special bands, which are a recruiting/PR tool, I don't understand why they need these individuals in uniform instead of making them a Gov. Servant (or maybe WO1).
I don't think it will be the Armageddon a lot seem to think it will be though. It's not the first time the Navy has done this. Just look at the Seabees, they turned out ok....sort of ;-)

I understand the concept of the SeaBees and was really tempted when my recruiter offered me a chance to be a BU2 when I first joined based on my construction experience, but I wanted more for myself then working construction forever.
However, SeaBees are a very closed community and stay within their own areas. Will that be the way here? IDK and this sounds like the Navy does not either. The problem I really see is that this sounds to much like Army Specialists and we know what happened there.

I think you're right about the Navy not knowing how they will implement it and from reading the Navy Times' article on this the CNP acknowledges this.
I read through the T&P and Navy Times articles a few more times and I would say both sites are guilty of a little fear mongering (as the media likes to do these days) in regards to their headlines and opening paragraphs. The Navy(and the other services it seems) only want the option available should the need arise to bring people in at these pay grades. I think the Cyber community may see some very rapid expansion in manpower and maybe some new ratings in the future, I guess time will tell.
The last two paragraphs in the Navy Times article is interesting where the CNP acknowledges there will be acceptance problems with instant Chiefs and he's not sure how we'll address those yet. Also interesting is the comments by 10th Fleet (middle of the article) in regard to the climate of Cyber commands.

Services like the Navy are seeking more authority to bring in officers and enlisted at senior ranks.

I am a retired USN Chief and while not a cyber counter hacker, I have been approached because of other expertise by several university to take the CISSP program to become and "ethical hacker". It seems to me that if they are going to hire, it might make sense to reach out to a handful of us who served and retired and who would serve again, who already understand the Navy and are willing to take on new skills in cyber.
Seems reasonable to me to allow me 1 year to get back in physical shape, but at the same time allow me to again serve my country. Bringing some back to active duty would cause issues regarding retired pay, but it seems that if done correctly someone could service again and get promoted to SCPO and event MCPO.
For someone who is already EAWS & ESWS qualified and had experience in the FMF it seems knowledge of these communities is an immediate plus.
