I wish we could get away from politics long enough to discuss some real issues confronting We the People. This is one of them. We are incarcerating a helluva lot of people who are in need of treatment rather than punishment. Or, maybe "treatment" isn't the correct word. Treating addictions is not easy. It's rarely successful. Rather, providing them with direction in how to live with addiction. I well remember one highly respected expert on issues of safety who announced that he had come up with the answer to people driving under the influence of alcohol. Public officials beat a path to his door to hear his revelation. It was, "We've tried scaring them. We've tried punishing them. None of this works. Maybe we should teach them how to drive safely while they're drunk." Yes, it sounds funny, but it does make a certain perverted sense.

I'd be very concerned if those under the influence were determined to be able to operate a motor vehicle while under the influence of drugs or alcohol. That is one stupid idea and shouldn't even be considered. I've seen the results of people operating under the Influence of My investigating fatal traffic accident of which a very large percentage included alcohol, drugs or both ! I have nothing against treatment, it should be part of a program but unless someone admits they have a problem it will not go away. We still have an obligation to protect the public from and keep these people off the road and if treatment doesn't work then incarceration may be the only answer. Often when there is a death its someone else they killed or maimed , not themselves.
