Great, but why now? Our active combat role has been reduced. As DOD Sec. Mattis stated early on, if it increases our lethality, do it. We have been caught up in our shorts with social injustice for the political agenda folks, that has been lost. Focus on what counts, fix what has been broken, fund our military, appropriately, and execute with minimum advice from the DC crowd.

It appears that SecDef is assessing the next possible threat. Our previous enemies lacked the ability to impact our C4I capabilities, whereas a threat would be with someone who has the ability to "blind us."
The lack of technology would force us to be able to use traditional/class fieldcraft (not commonly in practice now). By reinforcing "fundamentals" (This is a football!) we are better prepared if Murphy's Law does come in effect.
That issue is separate from current manning policy from Congress.
