They are trying to implement 60 year old tech, Not much outside help would be necessary, since this is a much smaller step than getting to fission bombs. The difference between designing a car from bare metal ingots and bolting on a supercharger,

LTC (Join to see) your right sir but back in the dy their was a moral imperative to supply aid and it was Naieve to think North Korea wpuld devote the entire money to feed the North Korean people. Given the situation back then I probably would have made a similar call.

PFC (Join to see) - that's different if they have a food supply issue due to a drought or massive flooding. I'm referring to not letting them export their silkworm missiles or their other weaponry and one way you do that as you cut off their economic base and blockade their ports with the exception of food and humanitarian supplies and you board those ships to make sure there's nothing hidden in there.

LTC (Join to see) well the aid package we gave them consisted of food, tractors, water, fuel, power generators and money from both us Canada and the EU. As far as the stronger oversight of aid I would have been all for that but that would take much more negotiating because it would require the full support and protection of the North Korean government from any sort of aggression to aid workers because it would take boots on the ground to be a able properly verify resources were being allocated properly.
