This is not all that surprising. Lil' Kim wants a war. He won't provoke the U.S. directly by shooting at us (though he will threaten our territories), but he will do things like this to incite our allies to action. Thusly, he will draw the U.S. into the war he wants, but will not win. He cannot rely on China to support him militarily. China has too much to lose economically if they do so.

Until we do show that we can down their missiles, they will continue. However, I suppose our enemies would like to see our capabilities.

I doubt he wants a war. They will continue their missile aqusition program because they know it's the only thing that they can hope will protect their regime from us. There is likely no diplomatic solution that will dissuade them in the long run after seeing what happened in Iraq and Lybia after those leaders disarmed.
